I am very disappointed, this rose bush doesn't seem to be in good shape. No spring shoots, after over 6 months of care, nothing seems to work, it still doesn't want to start its growth. No issues with the other rose bushes bought from you.

Description
The Golden English rose 'Celebration' has a simply sumptuous flowering. Beautiful rounded copper-coloured buds open up and become very large, fully double roses with golden yellow petals. The award-winning fragrance is a blend of tea, strawberries, and some will detect fruity and honeyed notes of a sweet white wine.
This spreading shrub rose is an English rose obtained by the David Austin breeding program, a guarantee of quality and reliability. Its rounded habit is harmonious with branches that slightly bend under the weight of the flowers. Unfortunately, it is prone to black spot, which does not affect the flowering but causes the leaves to fall at the end of the season. These large roses with warm colours can be paired with summer blooms in blue or pink, for example.
English roses are well known for being perpetually flowering and their flowers are renowned for being beautifully formed, regular, and highly fragrant.

Planting and care
Plant your English Rose 'Celebration' in a sunny location. It is important that the spot is protected from spring frosts that would damage the buds. English roses are tolerant, but they won't like excessive limestone. They will adapt to any garden as long as the soil is well cultivated and sufficiently rich. To install your rose, work the soil by crumbling it well and placing an amendment at the bottom of the planting hole, such as dried blood or dehydrated horn. Water generously after planting to eliminate air pockets. Water regularly for a few weeks to facilitate rooting. Pruning English roses is essential for flowering. At the end of winter, shorten the branches to 3-5 eyes above ground level (at the lowest), choosing an eye facing outward for a more elegant habit. Take advantage of this pruning to remove deadwood and unsightly branches. Prune at an angle above an eye. As the flowers bloom, remove faded flowers to stimulate the blooming of other buds.

Hardiness is the lowest winter temperature a plant can endure without suffering serious damage or even dying. However, hardiness is affected by location (a sheltered area, such as a patio), protection (winter cover) and soil type (hardiness is improved by well-drained soil).
